The Key Functions will include the following:

• Strategic Plan Development
• Communication Mentoring, Coordination and Working Relationships
• Reporting

Key Function 1: Strategic Plan Development

Expected Result: Assist in the creation of a contextually appropriate mass media campaign

Tasks and Duties:

1. Assist in the design, creation, implementation, and monitoring of communication activities
2. Provide strategic advisory on the communication outputs and assist in distilling all information gathered throughout the project cycle, specifically to ensure that content is appropriately contextualized for the BARMM’s needs; specifically in relation to its historical and cultural contexts and sensitivities, and considers the pressing health problems of the region.
3. Assist in the development of core messages to ensure consistency
4. Conduct additional desk and field research/consultations where needed
5. Identify opportunities through communication channels/platforms most used in the region
6. Help ensure quality control of the communication materials produced over the course of the project
7. Create a regional suppliers database of service providers for client

Key Function 2: Communication Mentoring, Coordination and Working Relationships

Expected Result: Cultivate positive working relationships through mentoring and collaboration with client

Tasks and Duties:

1. Establish and cultivate collaborative relationships with client through communications advisory/mentoring and coordination
2. Identify and advise on opportunities for content as aligned with the overall strategic communication direction 

Key Function 3: Reporting

Expected Result: Submit regular reports to Evident’s Project Manager for consolidation

Tasks and Duties:

1. Create weekly progress reports or activities conducted, meeting minutes or contact reports, submitted to the Evident’s Project Manager for consolidation
2. Identify and report any risks identified over the course of the project.
3. Attend weekly alignment meetings with the Manila-based team to align on deliverables

The duties and responsibilities listed above are representative of the nature and level of work assigned, but not necessarily all-inclusive.

• Bachelor’s degree in communications, development, sociology or other relevant fields
• At least three years experience implementing similar work or projects, particularly in the BARMM is ideal, but not required. Other applicants will be considered depending on amount of relevant experience
• Based in Cotabato City
• Applicant will be using their own computer/laptop
• The engagement is a mix of remote work and field work/meetings, subject to strict compliance to minimum health standards prescribed by the Department of Health under GCQ, MGCQ, MECQ, and ECQ (depending on the changing health landscape over the engagement due to COVID-19)

• Excellent knowledge of the historical and cultural nuances of communication initiatives in the BARMM and deep understanding of the health objectives and considerations or issues in the region
• Knowledge of building local partnerships and community engagement 
• Excellent knowledge of project/program cycle management
