Type: Project-based, full-time
Contract Duration: 6-month contract period (June to November 2020)
Department/Location: Duty station in Cotabato City
Reports to: Lead Field Coordinator and Director for Advocacy Communication (Evident)
Supervisory Responsibility: None

 

Evident Strategic Research and Consulting, Inc. is looking for a highly capable team member based in (or willing to relocate to) Cotabato City to facilitate capacity-building communication initiatives and help create a communication plan for a  6-month project with the Ministry of Basic, Higher, and Technical Education (MBHTE) of the BARMM.

The Communication Specialist will take part in coordination, coaching, and mentoring the MBHTE’s Regional Information Office (RIO) and Division Information Office (DIO) through imparting technical and strategic communication know-how, and ensuring a holistic tactical and strategic understanding of communication initiatives. They will also be crucial in the development of the full strategic communication plan for the MBHTE and its pillars. The Communication Specialist will be supervised by the Lead Field Coordinator, but will also report to the Director for Advocacy Communication.

The engagement is a mix of remote work and field work/meetings, subject to strict compliance to minimum health standards prescribed by the Department of Health under GCQ, MGCQ, MECQ, and ECQ (depending on the changing health landscape over the engagement due to COVID-19.

Duties and Responsibilities

Key Function 1: Strategic Plan Development

Expected Result: Assist in the creation of a contextually appropriate communication plan for the MBHTE and its pillars/priorities

Tasks and Duties:

  1. Assist in the design, creation, implementation, and monitoring of communication activities
  2. Provide strategic advisory on the communication outputs (digital, community engagement, public relations, etc.) 
  3. Assist in distilling all information gathered in consultations and workshops, ensuring that the communication plan is appropriately contextualized for the BARMM’s needs in relation to its historical and cultural contexts and sensitivities, and the pressing education problems of the region
  4. Assist in developing core messages to ensure organizational consistency
  5. Conduct additional desk and field research/consultations with the RIO and DIO where needed
  6. Identify opportunities through communication channels/platforms most used in the region
  7. Help ensure quality control of the communication materials produced over the course of the project
  8. Create a regional suppliers database of service providers for use of the MBHTE

 

Key Function 2: Communication Mentoring, Coordination and Working Relationships

Expected Result: Cultivate positive working relationships through mentoring and collaboration with the Regional Information Office and Division Information Offices of the MBHTE

Tasks and Duties:

  1. Establish and cultivate collaborative relationships with MBHTE’s RIO and DIO through communications advisory/mentoring and coordination
  2. Identify and advise on opportunities for tactical content as aligned with the overall strategic communication direction developed by Evident and Pathways

 

Key Function 3: Reporting

Expected Result: Submit regular reports to the Lead Field Coordinator for consolidation

Tasks and Duties:

  1. Create weekly progress reports on activities conducted, meeting minutes, or contact reports and submit to the Lead Field Coordinator for consolidation
  2. Identify and report any risks identified over the course of the project
  3. Attend weekly alignment meetings with the Manila-based team to align on previous and upcoming mentorship, strategic and tactical communication needs

Qualifications

  • Bachelor’s degree in communications, development, sociology or other relevant fields
  • Three to five years’ experience implementing similar work or projects (particularly in the BARMM) is ideal, but not required. Other applicants will be considered depending on amount of relevant experience
  • Based in Cotabato City, or willing to be relocated there
  • Must own a computer/laptop to be used for work (Evident will not be supplying machines) 

Functional Competencies
